OK, so if the indoor rules say one thing and the BHDTA rules are different, are you saying that the BHDTA rules take priority?

Your first paragraph seems to apply to the IHDT indoor rules.

Your second paragraph summarises the BHDTA outdoors rules.

Still confused, I'm afraid.

Ok..... Last years rules applied to last season and were applied and followed at the indoor season 2011-2012.... We are now in a new season and the new 2012-2013 rules will be in use at the start of the indoor season .... Which doesn't start until outdoor season has finished....
I read the whip rules as. ... Whip can be disregarded for marathon ... Your choice... Penilties given if whip remains in holder or not carried in dressage and cones..... Per entry of the ring.....

I think I’m a bit confused now.

Are you saying that the document that loads from the IHDTA website "Rules" page (from the link that says “Please click here to download the latest rule book”) was out of date and did not need to be complied with?

The Indoor HDT runs under the BHDTA Rules that are then adapted for the indoor environment.

This means when the BHDTA change their rules, Indoor rules also change unless they are incompatible to the indoor environment. This is stated within indoor rules.
Therefore the rules were complied with at The Finals.

Yes, I get that the current rules do not apply to next season but I presume they did for the finals of last season.
The OP for the Whips thread saw these rules allegedly disregarded and other posters asked if/how penalties were imposed.

THE RULES.

The Indoor HDT runs under the BHDTA Rules that are then adapted for the indoor environment.

Indoor Rules are revised during the summer. The new revised Indoor Rules will be in place for the start of the 2012 -2013 Winter Indoor HDT season.

Therefore the current rules will not apply.
