We've posted updated Ihdt rules with an extra sentence to confirm/clarify dual reins can be used - for assistance if needed only - with extra young drivers 8-10: >>> Recent changes 2-Feb-2013 – clarification 2.4.3 For extra young drivers, “If necessary dual reins may be attached either to the bit or under head collar to provide assistance ONLY if the need arises.” <<<< The underlying - and longer - BHDTA Young Drivers rule says: "4.9 Drivers aged between 5 and 10 years of age inclusive must be assessed before taking part in any three phase competition. They may, after assessment, be required, on the grounds of safety, to drive a two wheeled vehicle with groom seated alongside holding a second set of reins. In all cases where the turnout is in any danger the groom of a turnout driven by a driver of 18 years or less must take appropriate steps to assist the driver to regain control including, particularly in cases where a second set of reins is used, taking up the reins. No penalties will be incurred as a result of action taken under this rule...."
