It looks as if this is now changed to the front axle on the marker, see News 21/10/06:

"PLEASE NOTE THAT ALL HALTS WILL BE WITH THE FRONT AXLE ON THE MARKER - NOT THE ANIMALS NOSE. THIS IS TO GIVE TANDEMS ROOM TO GET STRAIGHT."

I am reliably informed (by Rita) that the halt in the Precision and Paces Test 11 should be performed with "the nose at the marker" - that's the pony or horse's nose, not the driver's...
